companies on general corporate, finance and employment
issues the firm advises clients on core telecom
regulatory aspects. Doulah & Doulah has one of the
Bangladesh’s leading telecommunications practices. Since
the deregulation of the telecommunications industry in
1995 the firm has been advising new entrants and
incumbent telecommunications operators, regulators,
equipment suppliers, service providers and users on a
wide range of legal and regulatory issues.
Doulah & Doulah has
experience of managing a vast range of
telecommunications projects from legal aspects. These
include advising on licensing, lobbying and regulatory
matters, and contractual advice and negotiations in
relation to network build, outsourcing, equipment and
software supply, service provision and many other
issues.
Doulah & Doulah was also
involved in finalization of the Telecommunication Act,
2001 and Licensing Procedure as a review member. The
firm is well versed with these laws and have been
advising different mobile / fixed operators in
Bangladesh on various aspects of regulatory issues such
as infrastructure sharing, active sharing, license
renewal, competition laws, penalty provisions,
compliance issues, unfair treatment issues, imposed
quality of service (QoS), benchmark, interconnection,
spectrum fees etc. The firm also advised the operators
on recent 2G license renewal issues as a legal expert in
the area. Earlier the firm advised some of the
operators while bidding for the WiMax, NTTN and IIG
licenses. The firm performed comprehensive overview of
the licensing/notification obligations and the legal and
regulatory compliance obligations for some international
operators.
As far as the other aspects
of telecommunication area are concerned, the firm has
significant experience with respect to financing and
structuring of telecommunication projects and companies.
Its experience in the areas of public procurement,
competition laws and consumer protection laws are
considered to have make the firm as a one stop solution
center to the clients.
The firm has acted as
consultants to companies like Grameenphone, GPIT, Nokia,
ZTE, Huawei, Consistel Solutions, Vectone
Communications, AT&T, Alcatel Lucent, Telenor etc.
Recently the firm assisted
Norton Rose in a large transaction involving the sale
offer of a large portfolio of passive infrastructure of
a local GSM operator
The firm acted for Cybertel
Telecommunications in this project with a joint venture
with BRTA for a world-class teleport with 11 meter B
station project (Gateway Earth Terminal).
The firm acted for Phoenix
Wireless in its project for rural telecommunication
facility establishment in a Joint Venture with
Bangladesh Rural Telecom Authority.
